Russian Experts on Universal Basic Income: Estimates for 2020

The article presents the main results of a survey Russian experts conducted in 2020 with participation authors among representatives research community, leading universities, business trade unions and state municipal government bodies regarding theoretical methodological aspects concept universal basic income (UBI) relation to conditions, feasibility its introduction Russia, as well parameters possible transitional forms UBI for Russia. palette obtained expert assessments, generalized systematized following areas, is shown: 1) criteria; 2) Russia's readiness UBI; 3) current challenges Russia (priority goals UBI, implementation, sources funding, method experiments on UBI); 4) risks positive effects UBI. It was revealed that common position introduce has not yet been formed: almost half interviewed spoke favor implementing our country, slightly smaller group believes ready principle. Experts associate primary first all, mitigation (overcoming) problems poverty socio-economic inequality, ensuring minimum standard living vulnerable categories population, social justice (the right life, equal opportunities). Support idea pilot project (projects) revealed. opinions target population during implementation methods their formation, duration projects were obtained.
